What happens when I reach the top of the waiting list?You will be notified by mail to come in for a Briefing meeting. If you do not come for the first meeting, you will be invited to the second scheduled meeting. If you do not attend the second meeting, or contact us with a valid excuse for missing the meetings, you will be removed from the Wait List. You will not be admitted if you are late for the meeting.

What happens after the Briefing Meeting?At the Briefing Meeting, a private meeting will be scheduled for your family. You will bring your updated application and documents, sign forms, and provide us with Birth Certificates or Drivers License and Social Security Cards for each of your family members. A basic criminal background check will also be completed prior to the meeting. If your family is eligible for the program you will be issued a Voucher at this time.

Once you receive a VoucherThe Voucher is good for 60 days, and can be extended for another 60 days if necessary. If you don't use your Voucher in the allotted time, it will expire and you will need to reapply. While you have your Voucher, you will be expected to look for an appropriate apartment for your family to rent.

Where am I on the Waiting List?You can contact our office and ask where you are on the list. Keep in mind though that it is probably only necessary to contact us every six months or so if you are waiting to receive a Voucher. We are currently advising new applicants that the wait is typically 12- 18 months to receive a Voucher. Remember to make sure we have a current address when you call. We send form by mail each year to Waiting List applicants. If the letter is returned as undeliverable, you will be removed from the Waiting List. View your position online here.

What are Waiting List Preference Points?Giving preference to specific groups of families enables a Housing Authority to direct their limited housing resources to the families with the greatest housing needs. Since the demand for housing assistance often exceeds the limited resources available to the local Housing Authority, long waiting periods are common. Preference points allow applicants to move up the waiting list faster. We provide additional preference points for the residents of Carlton County, Veterans, victims of domestic violence under the Violence Against Women Act, floods/fire significance, senior/near senior/ person with physical and/or mental disability. To receive the points, applicants must verify their address, provide a DO214 form if they are a Veteran, and work with WINDOW Victim Services if they are a victim (male or female) of domestic violence. What happens if my income changes?Participants must report changes in income. Assistance amounts are adjusted based on the household's financial situation.

Do you have any available apartments?You have to be on our waiting list. We contact you when you come to the top of the waiting list when an apartment becomes available.

Where do I get an application?You need to fill out a pre-application to get on our waiting list. Apply Online Here. There are pre-applications in our entryway at Aspen Arms, 950 – 14th St., Cloquet which is between Doddridge and Washington Avenues on 14th St. A pre-application can be emailed to you. A pre-application can be mailed to you. Once the pre-application is put into our system, a letter is sent to you stating you are on the waiting list.

How much is the rent?The rent is approximately 30% of your gross income.

How do I apply?You submit a completed pre-application to the housing authority office. Apply Online Here.

How does the pre-application process work?The Housing Authority usually needs to collect the following information to determine eligibility. Names of all persons who would be living in the unit, their sex, date of birth, social security number, and relationship to the family head. Present address and phone number. Family characteristics (e.g., veteran DD214) or circumstances that might qualify the family for tenant selection preferences. An estimate of your family’s anticipated income for the next twelve months and the sources of that income.

Will I need to produce any documentation?Not at the time of the pre-application to get on the waiting list.

While you wait informationYour name will be entered onto the Public Housing waiting list. Your will receive a letter confirming that your application has been processed. Waiting time is determined by: the date and time of the application and the bedroom size required for the household. You must immediately report any changes of address, phone number and or household size to the Cloquet-Carlton Housing Authority at (218) 879-3353 ext. 10. The HRA will contact your annually regarding your continued interest in the public housing program. You must respond to this notice or your name will b removed from the waiting list. Once your name is reached on the waiting list, the Housing Authority will contact you. If it is determined that you are ineligible, the Housing Authority must say why and, if you wish, you can request an informal hearing.
